It depends on just how godlike the technology is. If the powers it grants are too powerful, something will have to be done to water them down so the character can't single-handedly change the landscape of the game. Toning them down could involve interference from the signals. If the powers aren't strong enough to require toning down, then the tech could very well be immune to the signals. The character's brain itself however, would not be.
